The purpose of the present invention is to provide a vapor grown carbon fiber aggregate exhibiting little structural variation and superior conductivity, and having fibers with a hollow central portion in the cross section thereof, and a cylindrical graphene layered structure having at least two layers. The vapor grown carbon fiber aggregate having fibers with a hollow central portion in the cross section thereof, and a cylindrical graphene layered structure having at least two layers, is characterised in the average fiber outer diameter of the carbon fibers being 10-300nm, and in at least 70% of the total amount of carbon fibers having a 2-20nm hollow diameter and a hollow diameter to fiber outer diameter ratio of 1.4-20%.
