The present invention is a vehicle air-conditioning ventilator (10) provided to a vehicle (100), the ventilator comprising: an air supply duct (21) connecting the vehicle exterior, which is the exterior of the vehicle (100), and the vehicle interior, which is the interior of the vehicle (100); and an exhaust duct (22) that intersects the air supply duct (21) connecting the vehicle exterior and vehicle interior. The vehicle air-conditioning ventilator (10) comprises: a first air supply blower (4), which is provided downstream of the portion of the air supply duct (21) that intersects the exhaust duct (22), and that causes an air supply flow (56) heading toward the vehicle interior to be generated within the air supply duct (21); an exhaust blower which is provided in the exhaust duct (22) and which causes an exhaust flow (57) heading from the vehicle interior toward the vehicle exterior to be generated within the exhaust duct (22); a heat exchanger (112) that causes heat exchange between the air supply flow (56) and the exhaust flow (57); and an interior air merging duct (23), which merges with the air supply duct (21) downstream of the heat exchanger (112) and upstream of the first air supply blower (4) and connects the air supply duct (21) and the vehicle interior.
