Provided in the present application are a vehicle collaborative decision-making method and apparatus, and an electronic device and a computer storage medium. The vehicle collaborative decision-making method is applied to a cloud server side, and comprises: receiving a cooperative decision-making request sent by a roadside device, wherein the collaborative decision-making request is a request sent after the roadside device determines, on the basis of acquired real-time road information, that road congestion occurs; acquiring road scene information attached to the collaborative decision-making request; determining a congestion scene type on the basis of the road scene information; calculating, on the basis of the congestion scene type, multi-vehicle-oriented decision planning schemes by using a preset scene collaborative decision-making model; and respectively sending corresponding decision planning schemes to vehicles, such that the vehicles execute corresponding driving operations according to respective decision planning schemes. According to the embodiments of the present application, the road usage rate and safety level can be improved.
