In a number-of-operations information storage unit (113), multiple states of a vehicle are defined, and number-of-operations information in which the number of acceleration operations performed by the vehicle and the number of deceleration operations performed by the vehicle are described is stored for each of the defined states. When the vehicle is performing constant-speed travel, a corrected speed specifying unit (109): senses the current state of the vehicle; extracts, from the number-of-operations information, the number of acceleration operations and the number of deceleration operations, both of the numbers being described for a state corresponding to the sensed current state of the vehicle; compares the extracted number of acceleration operations with the extracted number of deceleration operations; specifies a corrected speed that is greater than the set speed for the constant-speed travel if the number of acceleration operations is greater than the number of deceleration operations; and specifies a corrected speed that is less than the set speed if the number of deceleration operations is greater than the number of acceleration operations. A constant-speed travel control unit (108) allows the vehicle to perform constant-speed travel on the basis of the corrected speed specified by the corrected speed specifying unit (109).
