Provided are a system and a device for improving the speed and accuracy of detecting a moving body so that the moving body can be immediately detected from an image captured by a camera device on a host vehicle when the moving body enters the visual field of the camera device. Position information acquired from an onboard host vehicle positioning device and position information received periodically from a mobile terminal carried by the moving body are used. First, the heading of the host vehicle is specified. Then, the movement paths of the host vehicle and the mobile terminal are predicted on the basis of the position information for the host vehicle, the position information for the mobile terminal, and information from a detailed map, and it is determined whether or not there is a risk of collision between the host vehicle and the moving body carrying the mobile terminal. Then, a region for detecting the moving body is set within an image captured by the camera device on the basis of the heading of the host vehicle and the position information for the portable terminal of the moving body for which it is determined that there is a risk of collision, and a process for detecting the moving body is performed.
