[Problem] To make it possible to change control characteristics of an in-vehicle apparatus by an external control device and give credibility to data thereof. [Solution] To a gateway device (3) on an in-vehicle side, an authentication code generation unit (3c) that generates a security key (Ky1) is provided, and to an external control device (1), an application control unit (1b) that generates the security key (Ky1) is provided. In the case of being connected with the external control device, both the keys are checked up by a main control logic unit (3b) of the gateway device, and when authenticated, control with the use of an application of the external control device is allowed. For example, with the use of a known DLC (vehicle diagnostic coupler), a vehicle-side control device and the external control device are easily connected with each other, and only in the case where the authentication result is correct, the control of the control device is allowed by an external control signal. Therefore, an unjustified access is inhibited, and it is possible to perform control with respect to an in-vehicle apparatus of a vehicle by an authorized control signal.
