[Problem] To enable the effective use of electrical energy of a vehicle and to enable the effective prevention of early deterioration of a second electricity storage device. [Solution] Provided is a vehicle control device that supplies power to an electrical load of the vehicle and that is provided with: a first electricity storage device (3) that can hold power over a long period of time; a second electricity storage device (6) that can charge/discharge more rapidly than the first electricity storage device (3); an ignition switch detection means (24) that detects the operation state of the ignition switch of the vehicle; a voltage detection means (10) that detects the voltage of the second electricity storage device (6); and a discharge means (25) that, when it has been detected by the ignition switch detection means (24) that there has been an off operation of the ignition switch and it has been detected by the voltage detection means (10) that the voltage of the second electricity storage device (6) is at least a pre-set baseline value, causes the power stored in the second electricity storage device (6) to discharge.
