The present invention provides a vehicle heat pump system, a thermal management method and a vehicle. The method comprises: when it is determined that a passenger compartment has a first preset level of heating requirement but does not require waste heat of an electric drive, storing the waste heat of the electric drive by utilizing a heat capacity effect of a battery pack, and heating the passenger compartment by using a refrigerant; and when it is determined that the passenger compartment has a second preset level of heating requirement and requires the waste heat of the electric drive, delivering to the refrigerant the waste heat of the electric drive stored in the battery pack, and waste heat currently generated by the electric drive, so as to heat the passenger compartment by using the refrigerant.
