A vehicle-mounted intelligent terminal-based vehicle safety control method and device. The vehicle-mounted intelligent terminal-based vehicle safety control method comprises the following steps: a vehicle-mounted intelligent terminal reads the state of a vehicle door according to an OBD protocol when the vehicle is running (S10); the vehicle-mounted intelligent terminal determines whether the read state of the vehicle door is a closed state (S20); if not, the vehicle-mounted intelligent terminal reminds a user to close the vehicle door by means of a client bound to the vehicle-mounted intelligent terminal (S30); if the vehicle-mounted intelligent terminal detects, after a preset period of time, that the state of the vehicle door is still not a closed state, the vehicle-mounted intelligent terminal sends a speed control instruction to a central control unit of the vehicle, so that the central control unit controls the speed of the vehicle according to the speed control instruction (S40). The control method and device implement the automatic control on the traveling speed of a vehicle when it is detected that a vehicle door is not closed, thereby improving the vehicle safety.
