Abstract:
Disclosed are a vehicle-mounted parking billing apparatus, and a parking billing system and method. The vehicle-mounted parking billing apparatus comprises a state of motion detection apparatus for detecting the state of motion of a vehicle; a berthing positioning apparatus for positioning, according to acquired low-frequency information and/or satellite positioning information, a berth where the vehicle is located; a controller for coordinating the orderly working of the state of motion detection apparatus, the berthing positioning apparatus and a communication apparatus; the communication apparatus for uploading, via a stall detector, vehicle information to a parking management system when a state of motion of the vehicle changes from moving to motionless and changes from motionless to moving, so that the parking management system starts timing when receiving the vehicle information for the first time and ends timing when receiving the vehicle information for the second time, and makes a deduction for the vehicle according to the vehicle information; and a power source. By means of the technical solution of the present invention, automatic parking timing and deduction can be realized, and manual operation is not required, thus greatly saving on human costs.
