Provided is a vehicle-mounting vehicle-surroundings recognition apparatus comprising: a simple pattern-matching unit that extracts target-object candidates from an image obtained from a vehicle-mounting image pickup apparatus using pattern shapes stored in advance, and outputs the positions of target-object candidates; an area-specific change-amount estimation unit that calculates an estimate of the amount of changes in the extracted target-object candidates on the basis of a method of calculating an estimate of the amount of changes in the target objects that were set different for each of the areas generated as a result of dividing the obtained image, detected information about the behavior of the vehicle, and the inputted positions of the target-object candidates, and that also outputs the estimated position of the target object; and a tracking unit that tracks the target object on the basis of the inputted estimation position of the target object.
