A center device (3) comprises an initialization request reception unit (46) that receives an initialization request for data stored on the vehicle side, an initialization target specification unit (49) that specifies the data to be initialized, an initialization campaign information delivery unit (53) that delivers initialization campaign information corresponding to an initialization package for initializing the data to be initialized, and an initialization package delivery unit (54) that delivers the initialization package. A vehicular master device (12) comprises an initialization campaign information reception unit (59) that receives the initialization campaign information from the center device, an initialization package reception unit (60) that receives the initialization package from the center device, and an initialization execution unit (61) that initializes the data to be initialized on the basis of the initialization campaign information and the initialization package.
