This vertical bag-filling and -packaging device (1) is provided with a film supply part (5), a film engagement part (31) that engages with a film (F), a vertical seal part (60) that forms the film (F) into a tube shape, a film conveyance part (50), a film clamp (34) that causes the film engagement part (31) to hold the film (F), a film tension release part (20) that loosens the film (F), a filling part (70) that loads contents (X), a measurement part (40) that measures the contents (X), a horizontal seal part (80) that forms the film (F) into a bag (G), and a cutter (80) that cuts the bag (G).
