Disclosed is a vibrating device, which includes a ring-shaped ultrasonic vibrator, a lower electrode, and an elastic housing. The ring-shaped ultrasonic vibrator includes an upper electrode at the front side thereof. The lower electrode is disposed on a rear surface of the ring-shaped ultrasonic vibrator, and integrally includes a vibrating part in the center thereof. The elastic housing surrounds the periphery of the lower electrode. The vibrating part disposed in the center of the lower electrode is a circular thin plate having a periphery from which the rear surface of the lower electrode protrudes to form a stepped part. The circular thin plate has a plurality of liquid discharge holes in the center thereof. The vibrating device is installed on a portable moisture supplying device, without a separate filter, to spray a predetermined amount of liquid, thus enabling the portable moisture supplying device to be miniaturized and simplified.
