[Problem] To provide: a vibration-damping device which can be installed within a small space and which can be manufactured at low cost; a wind turbine device provided with the vibration-damping device; and a vibration-damping method. [Solution] A vibration-damping device (7) is provided with: an inverted pendulum-type first vibration system (10); inverted pendulum-type second vibration systems (20) provided on both sides of the first vibration system (10); a restraining means (30) for restraining both a first weight (11) which constitutes the first vibration system (10) and second weights (21) which constitute the second vibration systems (20); and dampers (40) for damping the vibration of the first weight (11) and the second weights (21). The vibration-damping device (7) is installed on an upper floor (8a) of floors (8).
