Provided is a video coding method for coding a decompressed original video, wherein the original video is divided into a plurality of blocks (S110); the coding condition is determined for a target block that is one of the plurality of blocks (S120); the target block is coded in accordance with the determined coding condition (S130); when the coding condition for the target block is determined (S120), a first spatial activity value, which is a value indicating the complexity of the region in at least one section of the target block, is calculated (S210); the calculated first spatial activity value is compared to a predetermined first threshold (S220); a first coding condition for dividing into small sections is determined as the coding condition for the target block when the first spatial activity value is below the first threshold (S230); and a second coding condition for dividing into large sections is determined as the coding condition for the target block when the first spatial activity value is equal to or higher than the first threshold (S240).
