Abstract:
Provided are a method and an apparatus for: determining a base motion vector from a motion vector candidate list in order to add a motion vector when a motion vector prediction value candidate list of a current block is deficient in motion vectors during a video encoding and decoding process; determining the motion vector candidate list including an additional motion vector candidate determined on the basis of the determined base motion vector and predetermined offset information; and determining the motion vector of the current block by using the determined additional motion vector candidate of the motion vector candidate list.
