Provided are a method and a device for, during video encoding and decoding, determining whether or not local luminance compensation is to be applied on the basis of information relating to whether or not local luminance compensation is applied to neighboring blocks adjacent to a current block, determining a local luminance compensation model if the local luminance compensation has been determined to be applied, and applying the local luminance compensation to the current block by means of the determined luminance compensation model.
