Abstract:
Provided is a technique capable of outputting a scalable bitstream of high image quality even when image structures respectively input to an upper layer and the lowest layer are different. This video encoding device is provided with: an enhancement layer (EL) encoder which encodes an input image as an EL and outputs an EL bitstream; a base layer (BL) encoder that encodes, as a BL, a low resolution image to which the input image is down-sampled and which has a different structure from the input image, and that outputs a BL bitstream; and a multiplexer which generates a scalable bitstream. The EL encoder is provided with: a processing unit which processes a reconstructed image of the low resolution image such that the reconstructed image becomes an image corresponding to the input image in a time direction; and an up-sampling unit which performs an up-sampling process on the image corresponding to the input image in the time direction, wherein the EL encoder performs an encoding process by using the image on which the up-sampling process has been performed.
