Abstract:
A first encoding unit encodes a block to be encoded in an image included in video. A determination unit generates a first difference motion vector from a motion vector and a predicted motion vector with respect to the block to be encoded. Next, the determination unit changes a sign indicating whether a component of the first difference motion vector is positive or negative so as to generate a plurality of difference motion vector candidates, and determines a second difference motion vector from among the difference motion vector candidates. In this case, the determination unit determines the second difference motion vector by using a local decoding pixel value of an encoded pixel adjacent to the block to be encoded and a local decoding pixel value of an encoded pixel included in each of a plurality of reference block candidates indicated by the plurality of difference motion vector candidates. A generation unit generates matching information indicating whether the sign of the component of the first difference motion vector matches the sign of the component of the second difference motion vector. A second encoding unit encodes the absolute value of the component of the first difference motion vector and the matching information.
