Abstract:
A first encoding unit determines an angle of intra prediction with respect to a to-be-encoded block in an image included in a video and uses the angle of intra prediction to encode the to-be-encoded block. An estimation unit uses local decoded pixel values of encoded pixels adjacent to the to-be-encoded block to generate bit values indicating an angle estimation result. A generation unit generates a bit sequence indicating the angle of intra prediction and generates flag information indicating whether some bit values of the bit sequence match the bit values indicating the angle estimation result. A second encoding unit encodes the flag information by use of a first encoding scheme and encodes the remaining bit values of the bit sequence by use of a second encoding scheme.
