Abstract:
Quantized conversion coefficient information is generated by quantizing and converting a prediction error image that indicates the finite difference between an input image, which contains a plurality of pixel signals, and a prediction image for the input image. Next, the quantized conversion coefficient information is reversed-quantized and reverse-converted to generate a local decoded image. Then, filter coefficient information indicating a filter coefficient of the filter that is applied to a pixel region of the local decoded image is generated. Then, on the basis of block division information that indicates how encoded blocks indicating the pixel regions of the input images to be encoded are divided, filter application information that indicates whether or not to subject an encoded block to filter processing is generated for each of the processing units, the units including at least one encoded block. Then, filter coefficient data and filter application information are encoded as first encoding data, and quantized conversion coefficient information and block division information are encoded as second encoding data. Finally, the first encoding data and the second encoding data are combined.
