The present invention addresses the problem of providing a viewing angle control system and an image display device whereby the vertical viewing angle of a display image can be controlled and visibility in a specific direction in the left-right direction is also enhanced. This viewing angle control system has a polarizer and a light absorption anisotropic layer, the polarizer having an absorption axis in the plane of a film, the angle θ of a film normal line and the center axis of transmittance of the light absorption anisotropic layer being 0.1-45°, and the angle φ formed by the absorption axis of the polarizer and the direction of orthogonal projection of the center axis of transmittance of the light absorption anisotropic layer onto the film surface being at least 0° and less than 85°, greater than 95° and less than 265°, or greater than 275° and no greater than 360°.
