Washing machine speed-reducing clutch apparatus and a washing machine, comprising a speed-reducing mechanism. The speed-reducing mechanism comprises: an input shaft (1); a first fixed axle gear train, the first fixed axle gear train comprising a first inner ring gear (9); and an output shaft (22), connected to the first inner ring gear (9) and transmissively connected to a second fixed axle gear train. The output shaft (22), a first torque transferring disk (11), and the first ring gear (9) are fixedly connected via a spline or teeth, provide a great connection effect, are convenient to mount, and are structurally stable and reliable. The washing machine speed-reducing clutch apparatus, by employing two fixed axle gear trains, namely the first fixed axle gear train and the second fixed axle gear train, performs speed reduction for the power inputted by the input shaft (1) and distributes to an output shaft (22) and an output shaft sleeve (21), employs the simple and stable fixed axle gear trains to implement the effect of one power input and two power outputs.
