Disclosed in the present invention are a washing machine water inlet structure and a washing machine. The washing machine water inlet structure comprises a control board base and an outer tub cover which are arranged up and down. A clothes putting-in opening is provided in the control board base, and the periphery of the clothes putting-in opening is provided with a putting-in chamber. A flow guide chamber having an opening in the upper end is provided in the outer tub cover, and a liquid outlet opposite to the opening of the flow guide chamber is provided in the bottom portion of the putting-in chamber. In the present invention, opposite arrangement of the liquid outlet of the putting-in chamber and the opening end of the flow guide chamber allows inlet water flow to flow into the flow guide chamber via the liquid outlet of the putting-in chamber, then flow into a space between a water containing tub and a washing tub, and finally act on the clothes in the washing tub, thus ensuring full mixing of the inlet water flow and an additive, and improving clothes washing and care effects.
