Provided is a waste liquid treatment device capable of reducing waste liquid volumes. Also provided is a production method for the waste liquid treatment device, capable of reducing the cost of producing the waste liquid treatment device. This waste liquid treatment device (1) evaporates the liquid component of the waste liquid and concentrates or solidifies same, by heating the waste liquid, and comprises: a heating pot (30) that houses the waste liquid; a lid (26) that seals the heating pot (30); an electric heating means (32) that heats the heating pot (30) from outside; a temperature sensor (34) that detects the temperature of the heating pot; and a control unit (38) that controls the heating means (32) so as to execute a concentration step in which the waste liquid is heated until the temperature sensor (34) detects a prescribed temperature, and the waste liquid is concentrated, and a drying step in which, after the concentration step, the temperature of the waste liquid is reduced then the waste liquid is reheated to the prescribed temperature, repeatedly.
