The present invention relates to a water-dispersible titanium dioxide composite powder prepared by pulverizing, via a milling process, a mixture comprising: titanium dioxide hydrophobically surface-treated with an alkoxysilane; a nonionic surfactant having an HLB of 12-18; and a lipid having an HLB of 1-5.
