A water flow power generating device, comprising an installing platform (2) positioned on the water surface, a rotating mechanism (3) on the installing platform (2), and a tower (4), a machine room (5) and an impeller (8) that are positioned in water. The upper end of the tower (4) is fixed on the rotating mechanism (3); the impeller (8) consists of a hub (81) and a plurality of blades (82); a center shaft of the hub (81) is parallel to the water surface and connected to a power generator (6); distal ends of each blade (82) far away from the center of the hub (81) are provided with wheel rings (84) in a sleeving way; the side wall of the wheel ring (84) is of a hollow structure or the hub (81) is of a hollow structure; the displacement of the hollow structure of the wheel ring (84) or the hub (81) equals the self weight of the impeller (8); the installing platform (2) is fixed on a suspension framework (1) consisting of buoys (12); and the suspension framework (1) is fixed and floats on the water surface by means of a pull rope (13) and a ground anchor. By means of the water flow power generating device, the impeller can fast rotate under the water flow impact without overcoming the self weight, so the power generating efficiency is improved.
