The present invention relates to a water-in-oil cosmetic composition with maximized moist and refreshing feelings and, more specifically, to a water-in-oil cosmetic composition which contains, in certain amounts, an organic modified clay mineral and a polar oil comprising at least one ester group; thus maintains the stability of emulsion particles despite not containing a separate emulsifier; when applied, reduces skin irritation, and forms water drops to improve visual aesthetics; and can maximize moist and refreshing feelings.
