The present invention relates to a water-saving toilet and, more specifically, to a water-saving toilet manufactured to reduce the manufacturing cost through a simple structure by using a foot lever instead of a conventional hand lever, to facilitate maintenance by partial assembling, to maximize a water-saving effect by reducing the length of a pipe for processing wastes and to enable installation and use regardless of place since the foot lever can operate in connection with all functions. A water-saving toilet which uses a foot pedal, and has a body part (10), a container part (20) coupled with the upper side of the body part (10) and including a bowl-shaped container (21) capable of containing water and wastes, and a cover part (30) coupled with the upper part of the container part (20) and including a normal toilet cover and a sheet, comprising: an opening/closing part including a pedal (41) positioned inside of the body part (10), coupled with the lower part of the container part (20) and protruding at one side of the body part (10) so as to be pressed by a user, a lower plate (42) positioned above the pedal (41), an opening/closing plate (43) positioned above the lower plate (42), and an upper plate (44) corresponding to and coupled with the lower plate (42) and positioned above the opening/closing plate(43); a water supply part (50) including a water supply pipe (51) coupled with the upper end part of the inside of the container (21) of the container part (20) so as to supply water, a water storage tank (54) connected to one side of the water supply pipe (51) so as to store water supplied thereto, and a water pipe (55) connected to one side of the lower end part of the water storage tank (54); and a water control part (60) including a water shut-off valve (64) connected to one side of the water supply part (50) so as to control water supplied thereto, and a first link shaft (63a) and a second link shaft (63b) which are coupled and operated in connection with the pedal (41) of the opening/closing part (40) at the other side of the water shut-off valve (64), wherein when the user presses the pedal (41) of the opening/closing part (40), the opening/closing plate (43) is linearly moved in connection with the pressed pedal so as to discharge the water and wastes contained inside of the container (21) and, simultaneously, the water control part (60) coupled to the first link shaft (63a) and the second link shaft (63b) is operated to supply water to the container (21).
