A water treatment apparatus for producing activated water according to the present invention comprises: a container having a water inlet and a water outlet and having an outwardly extending flange part on the top outer peripheral surface thereof; an insulating case in the form of a hollow cylindrical member inserted into the interior of the container and closed at the bottom thereof, the insulating case having an outwardly extending flange on the top outer peripheral surface thereof and being made of an insulating synthetic resin, wherein the flange part comes in contact with the flange part of the container or the upper surface of a top support plate partially covering the top of the container, so as to form a receiving space partitioned from the interior of the container; an insulation electrode rod inserted into the hollow interior of the insulating case and including an electrode rod and an inner insulation body which surrounds the outer peripheral surface and the lower end of the electrode rod and is made of an insulating material; and a high voltage generation unit for applying a high voltage to the electrode rod, the high voltage generation unit being installed at the top of the insulating case.
