Disclosed is a water treatment apparatus (10) which has a reactor (11) provided with: a water passage pipe (12) which has water to be treated (18) flowing therein; a nozzle (13) provided in the water passage pipe (12); an electrode (15) on the high-voltage side and a grounding-side electrode (16), which are provided in the water passage pipe (12) in the downstream of the nozzle (13). The apparatus makes the water to be treated (18), that has passed through the nozzle (13), form discharge plasma by supplying power to the electrode (15) and the grounding-side electrode (16) from a high-voltage power supply (17), and performs treatment, such as decomposition and synthesis, of materials to be treated, such as an organic material, contained in the water to be treated. Contact time between the water to be treated (18) and the discharge plasma is improved by disposing the electrode (15) and the grounding-side electrode (16) in the flow direction of the water to be treated (18).
