A water treatment device wherein a first membrane filtration means using a filtration membrane having an average pore diameter of 1 µm or more, a second membrane filtration means for treating the filtrate water from the first membrane filtration means using a microfiltration membrane or an ultrafiltration membrane, and a reverse osmosis membrane filtration means for treating the filtrate water from the second membrane filtration means are provided, particularly a water treatment device wherein a hydrophobic polymer membrane to which a hydrophilization process is not applied is used as a filtration membrane having an average pore diameter of 1 µm or more, and a water treatment method which can be performed using the water treatment devices.
