Provided is a wave absorbing device which reliably and effectively exerts wave absorbing action, thereby effectively preventing the occurrence of damage due to tidal waves, high waves, or the like, and facilitating the growth of sandy beaches. Side surfaces of cylindrical bodies are partially removed in the longitudinal direction, forming inflow side surfaces (2). As a consequence, wave absorbing bodies (1, 1a) are formed, having C-shaped cross sections. One or more of the wave absorbing bodies (1, 1a) are installed underwater in a relatively shallow portion of a coastal area such that the inflow side surfaces (2) are made to face the wave progress direction and are inclined with respect thereto. In the case of wave absorbing bodies (1), which are long, oblong relief holes (4) are formed at appropriate intervals. In the case of wave absorbing bodies (1a), which are short, a large number thereof of are disposed in a straight line such that gaps (5) are maintained and adjacent open ends face each other in close proximity. When waves hit the offing side end of the wave absorbing bodies, a pressure difference is generated between the offing side end and the land side end of the wave absorbing bodies. The pressure difference generates a flow in the wave absorbing bodies, causing wave absorption.
