A wavelength selecting diffraction element comprises a transparent base having translucency, a projection/recess section where a projection/recess part extending in one direction is periodically formed on the transparent base, and a filling section with which at least the recess of the projecting/recess part is filled. An incident light having different wavelengths is made to fall on the wavelength selecting diffraction element. The projection/recess section and the filling section are made of a first optically isotropic material and a second optically isotropic material, respectively. The first and second optically isotropic material do not absorb lights having the wavelengths of the incident lights, have the same refractive index to a light having first wavelength which is at least one of the different wavelengths and have different refractive indexes to a light having a second wavelength which is at least one of the wavelengths and different from the first wavelength.
