A wireless communication method, a terminal device, and a network device, being beneficial for reducing the power consumption of the terminal device. The method comprises: a terminal device receives a wakeup signal (201), wherein the wakeup signal comprises a target sequence, the target sequence is a preamble sequence or a synchronization sequence, or the target sequence is used for carrying wakeup information, and the wakeup information is used for waking up one or more terminal devices.
