User equipment can execute a plurality of applications in a parallel manner. For each of the plurality of applications, the user equipment acquires packet statistical information related to packets transmitted/received by that application and reports the acquired packet statistical information to a base station. The base station calculates, on the basis of the packet statistical information received from the user equipment, a status transition parameter that is to be used for controlling the status transition between the user equipment and the base station. The base station executes the status transition control on the basis of the calculated status transition parameter.
