Abstract:

This invention reduces an imbalance in the number of terminals connected to each base station by causing a computer to execute: a setting procedure for setting, for a second base station to which a terminal is not connected, second identification information serving as identification information for connecting to the second base station, the second identification information differing from first identification information for connecting to an existing first base station to which a plurality of terminals are connected; and a notification procedure for connecting a portion of the terminals from among the plurality of terminals to the second base station by notifying the portion of the terminals of the second identification information.
