Disclosed are a device and a communication system capable of reliable reading and writing of data even from a distance relatively far from a wireless IC tag. The disclosed wireless IC tag communication system comprises a read/write device for reading and writing data by way of wireless communication with respect to a wireless IC tag, and a wireless IC tag comprising a memory unit and an antenna unit mounted upon a substrate, wherein the read/write device outputs radio waves of a first frequency for powering the wireless IC tag and radio waves of a second frequency which are radio waves different from the first frequency for reading and writing the data, powers the wireless IC tag by way of the radio waves of the first frequency, and reads and writes the data with the radio waves of the second frequency.
