In the present invention, a power estimator calculates, on the basis of a signal level of a test signal received from each of a plurality of wireless power receiving devices, a plurality of first estimated power values indicating an estimated received power of the respective wireless power receiving devices when power is transmitted from a wireless power transmission device to the plurality of wireless power receiving devices. A signal transmission circuit transmits the first estimated power values respectively to the wireless power receiving devices. A signal receiving circuit receives, from the wireless power receiving devices, a plurality of second estimated power values indicating an estimated received power of the respective wireless power receiving devices when power was transmitted from another wireless power transmission device to the wireless power receiving devices. On the basis of the first and second estimated power values, a power transmission control circuit determines a pairing of a wireless power transmission device for transmitting power and a wireless power receiving device, such that the estimated received power of all the wireless power receiving devices will be at least a threshold value.
