A technique is provided for measuring, with good efficiency, indicators that indicate the quality of a communication state for a location where the possibility a user using a wireless LAN is high, and for allowing the measurement results to be ascertained without delay by an operation manager. A wireless terminal device for communicating via wireless LAN and for communicating via a wireless communication network different from the wireless LAN is provided with: a determination means for determining whether the selfsame device is in motion; and a measurement control means for measuring, when the device is determined not to be in motion by the determination means, the communication power of a communication radio wave transmitted from a wireless LAN access point in the position where the determination was made, and for transmitting information for specifying to the operation manager the measured value of the communication power and the measurement position, the information being transmitted to a predetermined address via the wireless communication network.
