A distribution system comprises a distribution server for enciphering the content for distributing to a receiver, and a receiver for performing decoding by a decoding key to output the content. The distribution server comprises a key seed generation means for generating a key seed that enciphers an encipher key, where the content is enciphered; a secret key generation means for generating a secret key based on the key seed information; a key enciphering means for enciphering the encipher key or a secret key by the key seed; and a header generation means for generating header information based on the key information enciphered by the key enciphering means, and the identification information of the content or the identification information of a user. The receiver has a decoding key acquisition means for acquiring a decoding key for decoding the content based on the header information and the secret key stored in advance.
