When the number of received requests for securing resources becomes a preset "threshold for convergence determination" or higher, a convergence determination section 107 determines that the convergence state has started. When the number of received requests becomes less than a preset "threshold for convergence cancellation", the convergence determination section 107 determines that the convergence state has been canceled. When the number of received requests becomes a preset "threshold of convergence peak determination" or higher, the convergence determination section 107 determines that the convergence state disables the reception. When a transmitter/receiver 102 receives the request for securing resources, convergence determination set to the convergence determination section 107 is confirmed before a control unit 103 determines the propriety of the request for securing resources. According to the confirmed result, the propriety of the request is determined for securing resources.
