PROBLEM TO BE SOLVED: To quickly and appropriately obtain an order in which a metal material is transferred when the metal material is moved from an initial mountain to a final mountain.SOLUTION: Used are an initial transfer order variable y (s, s') which is a binomial variable to define a relative order of initial transfer of any two steel materials and a temporary placement occurrence variable x (s) to define whether or not the initial transfer is a transfer to a temporary mountain. If a steel material above underlying steel materials in the same final mountain is initially transferred earlier, a constraint equation is set which includes a linear inequality expressing that temporary placement is required for the steel material to be transferred earlier. Then, in order to satisfy the set constraint equation, the initial transfer order variable y (s, s') and the temporary placement occurrence variable x (s) are derived when the value of an objective function J aiming at minimizing the occurrence of temporary placement becomes minimum, and on the basis of these variables, a transfer order in which each steel material contained in a steel material set N is transferred from the initial mountain to the final mountain is derived.SELECTED DRAWING: Figure 1
