To prevent a third person from intruding when a door or the like is opened by operation of an access management device.
The access management system 1 comprises a reader/writer 30 for reading a unique ID from a wireless IC tag 20 and measuring a field state in reading; a video camera 50 for photographing the vicinity of the door; and an access management device 10 for determining whether to permit entry/exit based on outputs of the reader/writer and the video camera. The access management device determines the access authority for the wireless IC tag based on the unique ID, calculates the position and moving state of a person having the wireless IC tag from the field state in reading, determines whether a person 202 having no wireless IC tag is present or not from image data outputted by the video camera, and determines whether to allow passing through a passing point or not based on the access authority, the position and moving state of the person having the wireless IC tag, and the presence of the person having no wireless IC tag.
