Successively, the lumpy metal raw material B is charged to form the lumpy metal raw material layer 13 on the inclining surface of the raw material filling-up layer 12, and thereafter, the lower end part of the lumpy metal raw material layer 13 is melted in order by performing arc-heating with the electrodes 5 to produce molten iron and also, while dropping the lumpy metal raw material layer 13 along the inclining surface of the raw material filling-up layer 12, CO-containing gas generated from the lumpy metal raw material layer 13 is burnt with oxygen-containing gas C blown from the secondary combustion burner 6 and the lumpy metal raw material layer 13 is heated with this radiated heat.
