PURPOSE: To decrease the breaking frequency of filament by connecting a winding bobbin with a tapered reel in interlocked state to start or stop either one of the bobbin or the reel when the other member is started or stopped.

CONSTITUTION: A follower disk 14 supported on an end of a spindle 13 having a winding bobbin 12 on the other end is engaged with a surface of a driving disk 15 on a follower shaft 11. A tapered reel 9 is connected to the disk 15 through an endless driving member 21 and a braking member 27 is connected to a filament monitoring means 10 in interlocked state through a lever mechanism.
