An arc furnace electrode lifting device comprises: an arc current setting unit; an electrode migration distance setting unit for setting an electrode migration distance after a lapse of prescribed time from the start of operation; an electrode migration distance calculation unit for calculating an actual migration distance L of an electrode; an impedance constant control unit for controlling lifting drive of the electrode so that impedance between the electrode and a scrap is constant on the basis of an arc current setting value Is as a reference value; a current constant control unit for controlling the lifting drive of the electrode so that actual arc current I is made to be the setting value; a control switching unit for selectively switching the impedance constant control unit and the current constant control unit; an electrode lifting electric motor drive unit for controlling power for driving an electrode lifting electric motor by receiving a control signal from the impedance constant control unit or the current constant control unit; and an electrode migration distance check unit for comparing the actual migration distance and the set migration distance, where the control switching unit is activated depending on a result of the electrode migration distance check unit.
