PURPOSE: To generate the fine bubbles and to decrease the consumption of motive power by providing a stirring blade and an air feed pipe having an on-off valve to the inside of a tank and providing a sub-air-feed pipe having a sub-on-off valve parallel to the air feed pipe.
CONSTITUTION: Two series of both an air feed pipe 25 and a sub-air-feed pipe 29 which are reached to an air feed port 34 from an air tank 31 are provided and the amount of air fed to a tank 23 is adjusted with a timer 33, an on-off valve 27 and a sub-on-off valve 30. The fine bubbles are formed by rotating a stirring blade 24 but the phenomena simulative to cavitation are once generated by increasing the amount of air to be fed and thereafter the state is maintained even if the amount of air is decreased and therefore the fine air bubbles are always generated and the consumption of motive power of the blade 24 is decreased.
