PROBLEM TO BE SOLVED: To modify the chemically unstable surface of carbonaceous powder and fiber and to widen the fields of their application by coating the carbonaceous powder with thin boron nitride film and also regulating the boron atom concentration, carbon atom concentration, and nitrogen atom concentration in the surface region, measured by the photoelectron spectroscopy, so that they satisfy specific relations. SOLUTION: That the thin film with which the surface is coated is composed of boron nitride is confirmed by the fact that peak positions of nitrogen atoms derived from the 1s orbit and peak positions of boron atoms derived from the 1s orbit, measured by photoelectron spectroscopy, correspond, respectively, to respective peak positions measured with respect to boron nitride as a simple substance and that the ratio between nitrogen atom concentration and boron atom concentration, determined from the peak area, becomes 1:1. The boron atom concentration C(B), the carbon atom concentration C(C), and the nitrogen atom concentration C(N) satisfy 0.05< C(B)/[C(B)+C(C)+C(N)]<0.3 and 0.05
